NC obstructs SA session third time

The State 1 state assembly session today could not continue its proceedings due to the obstruction from the major opposition Nepali Congress. With the commencement of session which had begun around 20 minutes late, the NC lawmakers stood from their respective seats as a mark of their protest. This is the third time the party obstructed the SA over the Commission for the Investigation of Abuse of Authority (CIAA)’s move to file a case against party parliamentary deputy leader Bijay Kumar Gachchhadar on the Lalita Niwas land procurement scam. The CIAA has filed a lawsuit against 175 people including the party leader at the Special Court. Though speaker Pradeep Kumar Bhandari frequently urged the opposition members for their cooperation in keeping the SA running, the lawmakers refused to take their seats. Speaker Bhandari said the matter could not be addressed through the SA as it had already entered the court, drawing their attention towards maintaining the SA supremacy. The session has been adjourned till 1:00 pm tomorrow. DoTM set to increase age limit to 18 years to get driving license

The Department of Transport Management (DoTM) is set to increase age limit to minimum 18 years to get a driving license. The draft of the Motor Vehicles and Transport Management Act-2076 will replace existing provisions of reaching 16 years of age to receive a driving license, said Director General of the Department, Gogan Bahadur Hamal talking to Rastriya Samachar Samiti. The Department is also set to increase expiry deadline of driving license to 10 years from existing five years, he said. Findings of several studies show that young age drivers are more vulnerable to accidents. The age requirement for proceeding for the driving license for both private and public vehicles is to be extended. The Ministry is holding discussions about the draft with several bodies. The issue will reach the parliament in a form of bill via the Council of Minister after the Ministry completes the discussion about it. “The draft has proposed to set educational criteria to be a driver. One has to pass class 10 for acquiring a driving license and we have proposed to introduce this provision as mandatory,” DoTM Director General Hamal said. It has not been decided whether to include ‘tootle’ and ‘pathao’, the transportation service launched by the private sector in the Act. National Sports Development Bill passed

The Education and Health Committee of the House of Representatives (HoR) has passed the National Sports Development Bill-2075. In today’s meeting of the Committee held at Singha Durbar, Committee Chair Jaya Puri Gharti announced the endorsement of the bill unopposed. Puri said volleyball has been mentioned as the national game in the bill after a long discussion. As per the bill, recommendation for the appointment of member-secretary of the National Sports Council would be made as per the committee’s decision. A three-member committee comprising secretary of the Ministry of Youth and Sports, coordinator of the committee, a woman and an expert would recommend the name for member-secretary. The term of member-secretary would be for four years and he/she could be re-appointed for next term, reads the bill. Before this, the appointment of the member-secretary of NSC was being made at the direct recommendation of the Ministry. The bill has set criteria for the member-secretary candidate that he/she should be at least 30 years, BA pass and at least five-year work experience in sports sector. The NSC would be 17-member committee and there should be mandatory representation of four organisations—Nepal Army, Nepal Police, Armed Police Force and Federation of Nepalese Chambers of Commerce and Industry.
