Local governments advance technology use to boost performance

A workshop on technological tools adopted by local governments of Sindhupalchowk district concluded on Monday. The workshop offered an opportunity to share learning about adoption and application of social accountability tools and mechanisms by Barhabise municipality and Sunkoshi rural municipality as well as benefits of technological tools and their application at people’s level. At the workshop organized by Tuki Sangh Sunkoshi at Barhabise under the ‘Sustainable Use of Technology for Public Sector Accountability in Nepal (SUSASAN)’, various speakers noted that the adoption of social accountability and technological tools has improved local governments’ efficiency for delivering public services. On the occasion, chair of National Association of Rural Municipalities in Nepal Hom Narayan Shrestha said the development and adoption of technological tools have become effective in making government works pro-public and enhancing citizens engagement in decision-making process. “The Association is interested to replicate the grievance management system to redress citizens’ complaints, judicial management system to manage disputes and dispense justice and e-recommendation system to make ward works prompt and convenient”. He also pledged to take initiative from the Association to get all rural municipalities to adopt the tools, which were successfully piloted at Barhabise and Sunkoshi. Vaccination drive in place in Sudurpaschim state

A campaign has been put in place to immunize around 24,550 local children from nine months to five years against measles and rubella. The campaign would last on coming 12 April, shared the District Public Health Office. Office in-charge Ramesh Malasi informed that immunization campaign would be conducted at Bogtan Fudsil, Jorayal, Badikedar and KI Singh rural municipalities in the first phase. It would be administered at Dipayal Silgadhi municipality, Shikhar rural municipality, Purbichauki, Adarsha and Sayal rural municipalities in the second phase, he informed. Total 511 vaccination stations, 126 health workers and 1,022 volunteers would be mobilized during the drive. Curfew clamped in Panauti for indefinite period

The Kavre District Administration Office has enforced curfew in some areas of Panauti bazaar for indefinite time since 9.00am this morning. The curfew is in effect in the area up to 800 metres on the way east to Shankhu from Panauti bazaar, one kilometer on the way to Kushadevi in the west, one kilometer to northern Banepa, and one kilometer to Bethanchowk in the South. Chief District Officer Shrawan Kumar Timilsina informed that the curfew was enforced to avoid any possible untoward incident after the situation today was also likely to go worse. “We have clamped the curfew as the incident of Monday is likely to continue to worsen the situation today”, he said. India to fund NR 107.01 million for three new school buildings in Darchula, Dhanusha and Kapilvastu Districts of Nepal

The Embassy of India and the Ministry of Federal Affairs and General Administration signed two Memorandum of Understandings (MoUs), one with the Mahakali Municipality, Darchula and second with the Mukhiyapatti Musharniya Rural Municipality, Dhanusha, for the construction of two new school buildings. These two school buildings will be built under the India-Nepal Development Partnership programme at a total estimated cost of NRs 73.96 million for use by Shree Malikarjun Higher Secondary School (NR 29.64 million) at Dhap in Darchula District & Baidyanath Devnarayan Public Higher Secondary School (NRs. 44.32 million) at Tulsiyahi in Dhanusha District respectively. While the funding will be by Government of India, the construction work, including call for tender, award of work and day to day supervision, will be by Mahakali Municipality, Dharchula and Mukhiyapatti Musharniya Rural Municipality, Dhanusha which have been designated as the Implementing Agencies by the Government of Nepal. The projects will be monitored at the federal level by the Ministry of Federal Affairs and General Administration of Government and the Embassy of India. Apart from the above two schools, Government of India has also committed an amount of NR  33.05 million for the construction of new school building for Shivbhari School, Mahrajgunj Municipality, Kapilvastu. MCC is still under discussion: Speaker Sapkota

Speaker Agni Prasad Sapkota has said the Millennium Challenge Corporation (MCC) compact with the USA is still in the stage of discussions. In an informal meeting with journalists at Singhadurbar today, he said serious discussions were under way regarding the topic of MCC proposal. “MCC is still under discussion. Although the debate has deviated to COVID-19, MCC is still under discussion. It is under discussion in the parties as well. It will be endorsed when the situation for the same arises,” he added. The Speaker will only facilitate it when the parties reached an agreement on it. The MCC which relates to assistance by the US Government for spending the funds under MCC in electricity transmission line expansion and road improvement works is being debated in the country at present. The debate is over whether to accept the assistance under MCC or not. A task force formed by the ruling Nepal Communist Party (NCP) to study whether Nepal should accept or not accept the MCC support has suggested accepting the assistance only after amending some of the provisions of the MCC compact.
