Austria rejects Afghan asylum-seeker ‘gay’ claim: report

VIENNA – Austria has rejected the asylum application of an Afghan claiming to be gay because he did not “act” or “dress” like a homosexual, according to a media report. An official in Lower Austria state found no grounds for fear of persecution based on the sexual orientation of the 18-year-old, the Falter weekly newspaper reported. “The way you walk, act or dress does not show even in the slightest that you could be homosexual,” the official reportedly wrote in his assessment rejecting the claim. The official also found “potential for aggression” which “wouldn’t be expected from a homosexual”, because the man fought with others in the charity accommodation that houses them.The Afghan reportedly had few friends and liked spending time alone or in small groups, leading the official to question in his report: “Aren’t homosexuals rather social?” The official rejected the statement that the Afghan had kissed straight men, saying he would have been beaten if he had done so, the Falter reported. The Afghan had said he became aware of his sexuality when he was 12 years old, but the official found that was “rather early” and so not likely, particularly in a society like Afghanistan “where there is no public sexual stimulation through fashion and advertisement”. Zimbabwe’s ruling ZANU-PF party on Wednesday filed a counter-petition

HARARE –  Zimbabwe’s ruling ZANU-PF party on Wednesday filed a counter-petition challenging the opposition’s court bid to overturn election results that gave a narrow victory to incumbant Emmerson Mnangagwa. ZANU-PF submitted its papers to the Constitutional Court, which is considering an appeal by the opposition MDC party alleging that the election was rigged in favour of Mnangagwa, Robert Mugabe’s former vice president. The Movement for Democratic Change (MDC) has accused ZANU-PF and the election commission of ballot fraud in the July 30 vote, Zimbabwe’s first poll since the ousting of Mugabe in November. “We have filed our papers opposing the petition filed by the MDC,” Paul Mangwana, a ZANU-PF spokesman and member of the legal team, told AFP. “It’s now up to the court to decide.”Mnangagwa narrowly won the presidential race with 50.8 percent of the vote — just enough to avoid a run-off against the MDC’s Nelson Chamisa, who scored 44.3 percent. Mnangagwa’s inauguration – which has been planned for last Sunday — was postponed until the court makes its ruling. Manab Sewa Ashram, Baglung rescues 54 from street

Baglung – The Manab Sewa Ashram, Baglung has rescued 54 people from the street in a period of 15 months and has rehabilitated eight with the families. Presently, the Ashram, a humanitarian service center, provides shelter to 12 physically incapacitated and with psychotic issues who were picked from the street. According to Asharm coordinator Sumira Lama, among the rescued, two have died and two have escaped from the Ashram while some of them have been shifted to the Pokhara Ashram for better care. It is channeling to handle people with acute psycho problems. The organisation’s focused area of work is rescue of both physically and mentally disabled people from the street due to abandonment by the families and with none to take care of them, to render them proper care, medical treatment and other basic facilities including education for children and reunion with the families (if possible). It operates by volunteer services of the people and financial assistance from Nepali at home and abroad. The Asharm that was first opened in Makwanpur in 2069 BS has expanded to other districts as well (10 branches at present) and so far it has rescued over 1500 people from the street, according to Ashram central chair Ramji Adhikari. ...

HoR approves proposals on different bills

Kathmandu –  The House of Representatives in its meeting today approved separate proposals seeking passage on some bills and discussions on some others. The lower house of the federal parliament unanimously passed the proposal seeking approval of the Public Security (Third Amendment) Bill, 2075. Home Minister Ram Bahadur Thapa had presented a proposal to this effect in the meeting. The House also approved another proposal tabled by the Home Minister seeking discussions on Public Security (Third Amendment) Bill 2075 along with the report of the State Affairs and Good Governance Committee. The House meeting also unanimously approved the proposal presented by Minister for Culture, Tourism and Civil Aviation Rabindra Prasad Adhikari seeking discussions on the Convention Providing for the Integration of Laws on the Topic of International Air Transport. Similarly, the lower house of parliament today approved unopposed the proposal seeking consideration on the Consumer Rights Protection Bill, 2075. Minister for Commerce and Supplies Matrika Prasad Yadav had presented the proposal. Putting their views on the theoretical aspects of the bill in the discussions, lawmakers said that the government has not been able to arrest the large scale black marketers, the consumer court has been made weak, the court was run by administrators and not experts, and that there was no provision for affidavit in the court. Nuwakot bus accident-updates

Nuwakot –  One person has been confirmed dead while the number of the injured has also increased in a bus accident occurred at Lamatar of Bidur Municipality-9 late this morning. Motimaya Tamang, 56, of Tupche of Bidur-7 who was among the nine referred to Kathmandu for further treatment died amidst the treatment, police said. According to Deputy Superintendent of Police, Bheem Lal Bhattarai, Tamang who had been taken to Kathmandu on a helicopter breathed her last in course of treatment at the Grande Hospital. Others injured who have been sent to Kathmandu are Prem Singh Tamang, 56; Hom Bahadur Tamang, 57; Diwamaya Tamang, 20; Chhiring Tamang, 75; Purba Bahadur Lama Tamang, 56; Bir Bahadur BK; Uttam BK and Mangalimaya Tamang, 40. They have been admitted to the Green City Hospital and Grande Hospital. Others are being treated at the Trishuli Hospital. The bus (Ba 2 Kha 2804) en route to Kathmandu from Bungtang of Myagang Rural Municipality-2 fell some 40 meters down into the millet filed as the road caved in from its edge when the bus was trying to clear space for another vehicle. ...
