Government’s directive to adopt high alertness to prevent spread of coronavirus

The government has issued directives for adopting high alertness to check the spread of the coronavirus in Nepal. The Ministry of Culture, Tourism and Civil Aviation has issued a 12-point directive today following instructions for the same from Prime Minister KP Sharma Oli. Ministry’s spokesperson Rudra Singh Tamang said the directive has been issued after holding discussions on the precaution, awareness and coordination to be adopted to prevent the impact of the coronavirus on public health and the country’s tourism sector in the context of the Visit Nepal Year 2020. According to him, directives have been issued to set up a help desk at Tribhuvan International Airport (TIA) and monitor the virus infection among tourists coming from China. The TIA Office and Civil Aviation Authority of Nepal (CAAN) have been directed to make arrangements for conducting the health check-up of passengers at the health desk immediately after they disembark from airplane and for parking the airplane coming from the coronavirus affected countries at a separate parking area, in keeping with the criteria specified by the World Health Organization. Likewise, directives have been issued for adopting other health precautions like the employees working at the airport to wear mask, gloves and follow other measures as per the need. State Assembly members blame the bill as repressive

Members of Sudur Paschim State Assembly have stressed the need to make correction on the Bill designed to manage Radio, FM and Television broadcasting-2076, saying the bill is repressive. Taking part in discussion on the bill in the meeting of State Assembly held on Monday, state assembly members argued that including a provision of curtailing the press freedom was against the Constitution. They said that bill should be brought only after formulating Communication Policy and press should be made accountable and transparent to manage and regulate Radio, FM and Television. Responding to queries raised during the discussion, Minister for Physical Infrastructure Development, Pathan Singh Bohara, on the behalf of Internal Affairs and Law Minister, said that the government even could not imagine curtailing press freedom. He said the bill could be revised in days ahead if there is any weakness. SA members Akkal Bahadur Rawal, Purna Joshi, Bharat Bahadur Khadka, Shyam Lal Rana Tharu and Malamati Kumari Tharu Magar had participated in the discussion. CIT not for earning profit: Finance Minister

Finance Minister Dr Yuba Raj Khatiwada has said the way would be paved for the Citizen’s Investment Trust (CIT) to expand its investment in the capital market. He expressed his hope the company will increase its investment in the capital market through its subsidiary companies which would help the company for its strengthening in addition to the market expansion. Taking part in discussions today about the bill to amend the CIT Act, 2047 BS in a meeting of the Federal Parliament’s Finance Committee, he said the government was planning to upscale CIT investment in capital market by establishing its auxiliary companies. “The CIT is an institution for the capital market, not currency market,” he said, adding the necessity of a ‘market maker’ for the same has been realized and CIT’s three billion capital is enough for so,” he said. As he said, CIT established for the interest of investors is not like of a commercial bank and a trustee. The CIT is a general profit-oriented public organisation which is supposed to invest its capital safely, according to the Minister who insisted on the safe investment. “It should not be compared with other profit-making organisations.” He advised the CIT and Employee’s Provident Fund to not come up with programmes similar to that of Social Security Fund. Lawmakers divided over trade union rights in civil service

The State Affairs and Good Governance Committee of the parliament has directed the Ministry of Law, Justice and Parliamentary Affairs to do more homework regarding the bills on formation, operation, and terms of reference of federal civil service. The parliamentary meeting today failed to forge consensus on the issues following the dissenting views of the lawmakers over the trade union rights to the civil servants. Some lawmakers at the meeting viewed to end the provision of trade union in the civil service. The Committee chair Shashi Shrestha directed the ministry to bring the bill after holding further discussions. Likewise, Lawmaker Pampha Bhusal urged to manage separate kinds of provision in regard to the formation of the trade unions in all three-tier of civil service. On the occasion, lawmaker Rekha Sharma argued that the trade union rights should be given only to the non-gazetted officials. Lawmakers Prem Suwal said that trade union rights in civil service, military and police should not be implemented though the trade union rights cannot be curtailed by the article 34 of the Constitution of Nepal.
