Kathmandu, May 21 (RSS):President Bidya Devi Bhandari presented the government’s policies and programmes for the fiscal year 2075\76 ( 2018-19) in a joint session of the Federal Parliament today in the Parliament building in New Baneshwor today. The presentation which started at 4:10pm, and took place three months after the formation of the incumbent government led by KP Sharma Oli, is in line with the new constitution that requires Head of the State to present new government’s policies and programmes.

On the occasion, Speaker Krishna Bahadur Mahara, Chairperson of National Assembly Ganesh Prasad Timalsina, Minister for Justice, Law and Parliamentary Affairs Sher Bahadur Tamang, General Secretary of the Federal Parliament Secretariat and other high ranking officers welcomed President Bhandari.

Likewise, a contingent of Nepal Army offered a guard of honour to the President.

The members of both houses reaching the Parliament Building largely decorated for the session are seen in official dress (daura suruwal) and attires as per their ethnic culture and identities. Likewise, top leaders of various political parties, high-ranking government officials, chiefs of constitutional bodies and chiefs of security bodies and diplomatic missions here are present to attend the special ceremony.
In the session, Prime Minister KP Sharma Oli presented the book of the government policies and programmes to the Head-of-the-State for presenting before the joint sitting.

As per the constitutional provision, President may address either a meeting of any House or a joint sitting of both Houses of the Federal Parliament, and summon the members for that purpose. The Federal Parliament of Nepal is bicameral. The 59-member National Assembly serves as the upper house and the 275-member lower house is called the House of Representatives.

As per the constitution, budget of the centre shall be presented on 15th of Nepali month Jeth every year while budget of province and local-level shall be brought on the 1st and 10th of Nepali month Ashad every year, respectively.

Soon after the conclusion of the joint session, the separate meetings of NA and HoR will express gratitude to the President for her address.

Deliberations on new government policies and programmes will held in both Houses within the next few days and the Prime Minister will response the queries raised by the parliamentarians to this regard. The policies and programmes shall be passed by presenting it before the both houses for decisions.
